Any truth to the ERBIL needing implimented first, per RANDY KOONCE?

Don't know for sure, But it has been said that Dr. Shabibi stated no Erbil, no RV.
But on the flip side, they (the folks in power in Iraq) are/were talking, working on the Erbil this week.

the us may be pulling out troops however i know for a fact that 1500 private military contractors will still be at the state department facilities and escorting convoys all over iraq. so my point is if they didnt have the security ministers then i highly doubt that they would let the military leave.

Again, nothing official that I've seen, has stated that the Erbil is needed for a Revaluation. This is mainly because nothing official has stated there would be a revaluation. However, the Erbil agreement is logically needed for there to be an RV or any sort of drastic economic boom in Iraq.
In essence, the Erbil agreement divides Iraq's wealth (oil, resources, minerals, gold etc) and its government, democratically between the various political and social factions (Sunnis, Shia, Kurds etc). So the agreement not only guarantees power sharing in Baghdad (the capital) but also resource sharing through out the county.
In my opinion, based on what I see as logical, the Erbil must be there before Iraq is considered a stable country. If the purpose of the RV would be to stabilize Iraq, then this agreement is a must.
About Shabibi, it has been said that he said no Erbil, no RV. Im not sure if he did, but it would make sense to me. An RV without Erbil would pave the way for even greater instability as the various factions will each claim they they have been cheated by the others. Unless they come to a gentleman's agreement, Iraq wont be stable.

It could take that long, who knows. NO one but those in charge of this game. The gurus just speculate. Better to be prepared for it to happen than not tho, if you ask me

I agree with openmind. There has been alot done with the Erbil today....The committee was selected yesterday and they submitted their recommendations today...They are movin' fast.....
Maliki is all in with the agreements.....So, what is left.....Parliment rubber stampin' the Erbil....Look for this to happen on Nov. 3rd.....if not sooner.
So, when we'll RV, IMO...short term....between Nov. 3rd and Thanksgivin'. Long term window of opportunity.....After Thanksgivin' to the end of the year.....We should know more of the opportunity after Nov. 3rd....It's comin'...

Well, first off, the gurus are not my "leader." In fact, even the word Guru is a misnomer. Guru in Sanskrit means remover of ignorance.
If the RV of the Dinar is related to the current economic crisis in Europe, then perhaps October will be our month. The solution that the Europeans have adopted is to increase the money supply, in other words, PRINT MORE MONEY. Whether they will print more Euros or use the the Revaluation of the Dinar as a method of "increasing the money supply," remains to be seen.
Im familiar with politics in that region and have been following that part of the world carefully. In the Parliamentary system, sometimes one party cant form the majority by itself. When this happens they form a coalition government consisting of members of multiple parties. Before, Iraq can have such stability, they need to implement the Erbil Agreement. The Sunnis, Shias, and Kurds (among others) need to make an agreement which once implemented they can't go back on.
Since this is the ultimate wealth and power sharing agreement, there will be a lot of bickering. After the agreement, no sect can claim foul play, because its all written in black and white. Let them work it out, otherwise, its not in their interest or ours.

That is a big step in the right direction, something they really have not be doing in the past. It was just this past year we had members in their parliment hitting each other with canes, kind of like Italy this past week.

I can not find out if this is a opinon peice or fact, If it is fact, it is good news on the Erbil.
Iraqi officials said the Iraqi government and the semi-autonomous Kurdistan region agreed on amendments to the draft oil law and to reach agreement by the end of the year.
And Kurdish officials strongly criticized the draft law approved by the Iraqi government in August, which gives the central government, dominated by Arabs more control of oil reserves in the country's fourth-largest reserves in the world.
It has long been considered the adoption of a new law on oil and gas is crucial to the success of Iraq's oil sector has witnessed rapid development and that Baghdad had signed contracts worth billions of dollars with major international oil companies, despite the absence of appropriate legal safeguards.
The officials said that the Iraqi Prime Minister Nuri al-Maliki, Prime Minister of the Kurdistan region, Barham Salih, agreed during talks in Baghdad this week that by December 31 will be the parties have equitable oil law for the year 2007 as agreed upon by all political factions or read the 2007 law as it is.
